It's an arrowhead sign. Along with Ambrose Dudley, 3rd Earl of Warwick, Sir Philippe Sidney, the Army Armory 1585–1586, introduced it into Britain as a symbol of state property or registration. "Master General of the Ordnance" was the formal title, and as such, he reported directly to Parliament rather than the Supreme General. This mark was developed by him and is also included on his family crest.
